He is. I strongly think he is. Because in one episode he offers Spencer his Vodka and he mention to her he likes reading and watching wheel of fortune. Do you know who else likes those? A. He also is a doctor so he can take body parts apart and he can help members of the A team when they get injured. Like when Mona got hit by the car.

Think about it this is Pretty little liars. nothing is ever that easy. My guess is they showed us that so we think he is with A but could be he is pretending to work with them so he can find a way to take them down. Knowing A he or she probably hasn’t even told any of the A team who he she is. That way A identity is protected the whole time. So Toby might have to keep up the act to gain A’s trust. that way he can Find A and stop them for good.
